A security raid on Al-Daliyah leaves grave violations, killings, and arson

Regarding the grave violations committed in the village of “Al-Daliyah” – Jableh countryside / Latakia Governorate

Introduction
On the evening of Wednesday, 4 June 2025, Syrian authorities launched a sudden security campaign targeting the village of “Al-Daliyah,” located in the Jableh countryside of Latakia Governorate, under the pretext of responding to an alleged attack on the local telecommunications center. Based on direct testimonies from villagers and eyewitnesses, the Center for Combating Violence and Hatred documented a series of violations accompanying this campaign, which constitute severe breaches of international humanitarian law and amount to crimes against humanity.

Details of the Security Campaign and the Violations Committed… A Violent and Organized Military Assault

The campaign began around 6:00 p.m. with the entry of military convoys carrying General Security insignias, accompanied by several ambulances, while the attacking force lacked any firefighting equipment despite the homes that would later burn.

The attacking forces opened fire randomly upon entering the village, causing mass panic and leading hundreds of families to flee toward the surrounding fields.

Extrajudicial Killings

Citizen “Issam Sharouf” – a shepherd – was killed while returning home, left bleeding on the ground until he died.

Both “Ali Rasouq” and “Mazen Ibrahim” were executed inside their homes, an act considered under international law as field executions without trial.

Home Raids and Deliberate Violation of Privacy

Reports indicated forced raids on dozens of houses, with campaign personnel positioned on rooftops.

Search operations were accompanied by sectarian insults and deliberate destruction of property and furniture.

Deliberate Burning of Homes and Vehicles

The center documented intentional arson targeting several homes and vehicles, without any military necessity to justify it.

The campaign made no attempt to extinguish the fires, which continued burning throughout the night until the following morning.

Arbitrary Arrests

The center recorded at least seven arrests during the campaign in Al-Daliyah. According to eyewitnesses, some individuals were detained from their homes, while others were arrested early the next morning as they went out to secure bread.

Families were unable to determine the locations of their detained relatives or obtain any information about them at the time of writing this report.

It should be noted that casualties, damages, and arrests are likely to increase at any moment, as this is only a preliminary assessment.

Initial Legal Analysis and Classification

Field information indicates that the events in Al-Daliyah:
Constitute a systematic and organized assault involving multiple violations, including intentional killing, deliberate destruction of property, and sectarian insults.

Amount to crimes against humanity under Article 7 of the Rome Statute, especially given the repetition of similar campaigns in other coastal villages earlier.

Demands of the Center for Combating Violence and Hatred

An urgent international investigation under UN oversight or independent bodies into the crimes committed in Al-Daliyah, and holding those responsible accountable.

Ensuring the protection of civilians across the Jableh countryside and halting all forms of collective punishment and sectarian discrimination against residents.

Allowing human rights and humanitarian organizations safe access to the area to provide medical and relief assistance to survivors and displaced persons.

Comprehensive documentation of damages and support for compensation and rehabilitation programs for victims in the short term.

Conclusion
The recurring pattern of such attacks in the Syrian coast indicates a systematic policy of collective punishment and security subjugation of the civilian population. This poses a serious threat to prospects for coexistence and community stability in the post-conflict phase.

The Center for Combating Violence and Hatred calls on all international parties and relevant organizations to assume their responsibilities and exert serious pressure to stop the cycle of violations and security chaos in Syria.
